This engraving is a moralistic illustration, or emblem, titled "Staten en Ampten". The circular image depicts two contrasting scenes divided by a window frame: two figures stand inside a comfortable, dry room, looking out at a stormy coastal scene where a distressed figure is seen having fallen over in the rain, with ships battling rough seas in the background. The emblem serves a didactic purpose, contrasting safety, comfort, and good fortune with the perils and hardships of the world. The plate originates from Jacob Cats's influential emblem book, Spiegel van den Ouden en Nieuwen Tydt (Mirror of the Old and New Time).
Jacob Cats was a Dutch poet, diplomat, and statesman, known for his moralistic emblem books which were extraordinarily popular among the Dutch bourgeoisie during the 17th century. His work provided practical advice and ethical instruction, often combining proverbs with detailed allegorical imagery.
