This topographical city plan is titled Jaffnapatam (Jaffna), depicting the fortified city located in northern Ceylon (Sri Lanka). The map illustrates the city's coastal position and its strategic defenses, including the prominent fort built during the colonial period. The urban area is shown extending along the shore, backed by extensive surrounding lands. Several ships are shown anchored in the roadstead.

Jacques-Nicolas Bellin was a preeminent French hydrographer and geographer of the 18th century, serving as the official hydrographer for the French Navy and the Royal Academy of Sciences. Bellin produced an immense and critically acclaimed body of accurate maps and charts, contributing views and plans to major geographical publications, including Histoire Générale des Voyages by Abbé Prévost, from which this plate originates.
